iPinwheel's New Fiscal Feature (40 minutes)
Come learn about the new fiscal feature that can be used to project and distribute your IMPACT and Block Grant Funding Allocations to participating agencies based upon your county’s annual budget amount from the State. The feature enables counties to input funding “rules” unique to each allocation type and then generate detailed allocations for each agency based upon those “rules” and applicable system data.

Funding Rule Examples:
CSPP Pre-K Block Grant Tier 5 Sites earn $3,000 per site
IMPACT Step 1 Sites earn $1,200 per classroom

This feature is flexible and customizable so that counties can input all the specific information about their funding rules and then have the data system calculate costs based on applying the rules to the site, session, classroom and/or child-level data in their iPinwheel System, whichever is applicable. There are also features to create and manage agency budgets and invoices based upon their allocation(s) for counties that utilize budgets and/or invoices for payment purposes. We are hoping this new feature reduces effort and redundancy for our county clients. At this workshop, we will review the feature in detail, provide instructions for use in your own iPinwheel System, and will answer questions about feature capacity.

The Teaching and Guidance Policy Checklist (TAGPEC) is a thirty-item checklist describing seven Essential Features of high-quality behavior-guidance policies for programs serving children 0-8 years of age. We will describe how policies can support culturally relevant classroom practices and equitable decision making by focusing on three Essential Features: Developmentally and Culturally Appropriate Learning Environments, Working with Families, Staff Training and Professional Development, and the Use of Data for Continuous Improvement. Participants will be asked to consider 1) how an engaging curriculum that takes a strengths based view of culture and language can be a deterrent to challenging behavior, 2) how proactive, culturally relevant staff- family collaboration can be used to implement effective interventions, 3) the importance of self-reflection and professional development that encourages awareness of implicit biases, and 4) how to develop systems so practices are in line with the intent of the policy and decisions are equitable.

The QRIS Validation Process: Supporting E-portfolio Using a Web-based Application (40 minutes)
Quick Base is a cloud-based system that enhances project management for our Orange County’s QRIS. This system has become a necessity in tracking assessments and conducting final validations for over 350 state-funded and non-state funded programs. During this workshop, participants will learn about Quick Base and discover how it has been utilized alongside our current data management system to support the e-portfolio and QRIS rating process.

Identifying Barriers and Building Bridges to Higher Education for Early Childhood Educators
This session will discuss research findings from our mixed method study to identify early childhood (EC) teachers™ barriers to higher education (N=320, center-based and family care teachers), through partnership with Quality Start San Bernardino. Survey and interview themes will be discussed regarding barriers and course delivery preferences. Finally, the session will share steps being taken to connect with local higher education institutions to increase access for EC teachers. This session will seek reactions and feedback from the audience.

QRIS Systems Alignment and the Participant Experience
Quality Start Riverside County (QSRC) developed a collaborative, aligned QRIS meeting the needs of the diverse provider and program population, which poses a challenge when working with multiple funding sources with differing program requirements. The system provides streamlined training and technical assistance, a flexible coaching model, and consistent program incentives supporting participant engagement and increased program quality. Through an interactive presentation, the system will be reviewed, and the participant experience explored through a panel discussion with various QSRC participants.

The Power of Connection: Using Brain Science to Maximize Parent Engagement
Parent engagement with early care and education providers improves child outcomes, provider outcomes, and parent/child relationships. As their child’s first teacher, parents have a critical role in nurturing their child’s growth and development—children gain academic benefits from early and continued parent engagement that continue through elementary school and beyond. Despite understanding the importance of engaging parents, early care and education providers often experience challenges—particularly with isolated parents or those with a history of trauma. Our brains—all of our brains—work hard to minimize threats and maximize rewards and we can leverage neuroscience findings to promote parent engagement. This workshop will touch on the following:•Brain basics that influence engagement
• How trauma may influence parents’ ability to engage
• How relationships transform the brain
• How unconscious bias influences the way we interact and engage
